Introduction
An effective Energy Control Programme establishes how your organisation will identify, control and manage hazardous energy whenever workers may be exposed to unexpected start-up, movement or the release of stored energy.
The programme provides the framework for your entire Lockout Tagout system. It defines responsibilities, authorised roles, energy control requirements, training and competency, equipment and hardware standards, machine-specific isolation procedures, alternative methods, periodic inspections and ongoing programme review.
Rather than treating Lockout Tagout as a collection of locks, tags and procedures, an Energy Control Programme brings these elements together into one consistent and managed system. It establishes the rules workers follow, the responsibilities of those involved and the processes used to verify that hazardous energy is effectively controlled in the field.
Your programme should reflect the equipment, energy sources, work activities and risks present within your organisation while aligning with applicable legislation and recognised hazardous energy control practices.
